Hopefully I'm wrong about that, but I've always thought that Bran was going to be central to the end game of both the series and the books. He may just be moving the chess pieces to get things lined up a certain way to fulfill an agenda and it may not matter to him that people Bran loved might get hurt in the process. I guess my point is- we can't be sure whose interests Bran is now serving. Well I agree that Bran does seem to completely lack empathy, but is he really Bran anymore? We don't really know what kind of ancient consciousness he has "downloaded" (for lack of a better word) as the TER and how that consciousness might be affecting his actions now.
